Alert: The policy regarding mandatory page charges has changed. For manuscripts submitted on or after February 1, 2018, page charges apply to all pages beyond the first 7 pages (previously the first 8 pages). Authors are encouraged to make use of the ability to provide supplementary files.

Manuscripts can only be submitted electronically through ScholarOne Manuscripts.

Please consult the Statement of Editorial Policy for information regarding style, copyright, open access, page charges and color charges. The use of IEEE Article Templates is strongly encouraged.

The articles in this journal are peer reviewed in accordance with the requirements set forth in the IEEE PSPB Operations Manual (sections 8.2.1.C & 8.2.2.A). Each published article was reviewed by a minimum of two independent reviewers using a single-blind peer review process, where the identities of the reviewers are not known to the authors, but the reviewers know the identities of the authors. Articles will be screened for plagiarism before acceptance.
